一、法律概念的基本脉络:
人权的确立一>人权的维护与保障一>反人权的惩戒。
二、人权概念的法律确认。
首先,要对人的正当权利的合法确立。
1,联合国,《人权宣言》
2,加拿大联邦《人权自由宣言》
3,安省《人权法案》
其次,设立对侵权行为的法律裁决和处置机制。
1,求助警察,进行现场处置、教育等措施。
2,向安省《人权法庭》提出申诉,审理和裁决。申诉方式:电话、email 等。
三、人权的基本概念和范围
人的自由平等权。
生命权、工作、劳动、教育、宗教、言论、思想、游行示威、选举权、移动、租房、提供服务等等的自由平等权。
不能因种族、年龄、性别、残疾、性取向、肤色、出生地、国籍、宗教等原因有区别对待。
四、种族歧视的概念
1、歧视。就是以不友善的区别对待。瞧不起,另眼相看。
造成歧视的因素有很多:成长、家庭、教育、宗教、文化传统、环境、际遇、个人性格、自卑、缺乏同理心等等。
2、种族歧视。是指就种族差异,对某个种族而产生并表达或实施的岐视。
五、根据法律的概念,对种族歧视行为,进行的司法判断与处置。
1、教育或告诫,。针对仅仅是偶然的、一次性的,语言上的歧视。
2、情节严重者可向"人权法庭"申诉民事赔偿。
3、重复出现的事件可视为骚扰。
4、可向警察申诉刑事处罚。指有暴力行为,实施或者语言威胁的。如动手和人生威胁。
六、课堂问答与案例分析(略)。
在公共场合,遇上对你有种族歧视的言行,警官提示你讲出的一句话:
"你喜欢不喜欢没有用,我生活在加拿大,受加拿大人权法的保护,警告你不要再说。"
"It doesn't matter if you like it or not. I live in Canada and am protected by the Canadian Human Rights Act. I warn you not to say it again."

A.The basic context of the legal concept:
Establishment of human rights --> Maintenance and protection of human rights --> Punishment against human rights.
B. The legal confirmation of the concept of human rights.
First of all, it is necessary to legally establish the legitimate rights of people.
1 , United Nations , "Declaration of Human Rights"
2 , Canadian Federation "Declaration of Human Rights and Freedoms"
3 , Ontario's "Bill of Rights"
Secondly, establish a legal ruling and disposal mechanism for infringement.
1. Ask the police for help, and take measures such as on-site disposal and education.
2. File a complaint with the Ontario "Tribunal of Human Rights", hear and make a decision. Appeal method: telephone, email, etc.
C. Basic concept and scope of human rights
human liberty and equality.
Freedom and equality of life, work, labor, education, religion, speech, thought, demonstrations, suffrage, movement, renting, provision of services, etc.
Cannot be treated differently because of race, age, gender, disability, sexual orientation, skin color, place of birth, nationality, religion, etc.
D. The concept of racial discrimination
1. Discrimination. It is treated with an unfriendly distinction. Look down , look at it differently .
There are many factors that cause discrimination: upbringing, family, education, religion, cultural traditions, environment, encounters, personal characteristics, low self-esteem, lack of empathy, and so on.
2. Racial discrimination. It refers to the discrimination that is expressed or implemented against a certain race in terms of racial differences.
E according to the concept of law, the judicial judgment and disposal of racial discrimination.
1. To educate or warn . For only occasional, one-off, linguistic discrimination.
2. If the circumstances are serious, they may appeal to the "Human Rights Tribunal" for civil compensation.
3. Recurring incidents can be considered harassment.
4. You can appeal to the police for criminal punishment. Refers to acts of violence, implementation or verbal threats. Such as hands-on and life threats.
F. Questions and answers in class and case analysis (omitted).
In public places, when encountering racially discriminatory words and deeds against you, the police officer reminds you to say a sentence:
"It doesn't matter whether you like it or not . I live in Canada and am protected by the Canadian Human Rights Act. I warn you not to say it again ."
